One of the effective forms of the continuous education system is meetings of methodological associations , which are planned during the academic year and are organically combined with everyday practice.
We consider methodological associations as a special set of practical activities based on the achievements of science and advanced pedagogical experience and aimed at comprehensively improving the competence and professional skills of each teacher, developing and increasing the creative potential of the teaching staff as a whole and, ultimately, improving the quality and effectiveness of the educational process. The use of methodological associations in working with teachers allows us to avoid over-organization, monotony of forms and methods of work , in which explanatory and illustrative methods , where teachers become passive listeners of consultations and seminars.
Unified methodological theme for the 2015-2016 academic year: “Improving methodological support for the forms and methods of the educational process in the context of the implementation of the Federal State Educational Standard ”
The implementation of methodological work was based on various principles. The most important for us were the following:
• The principle of activity is the formation and development of professional competence of teachers in the process of subject-subject interaction using active teaching methods ;
• The principle of psychological comfort involves the removal of stress-forming factors and the creation of a friendly atmosphere;
• The principle of variability implies the variability of the teacher’s thinking, the formation of the ability to systematically enumerate options and select the optimal option;
• The principle of creativity - the maximum orientation of the teacher towards creativity and the acquisition of one's own experience in professional activities .
The activities of the methodological association of senior preschool teachers were aimed at creating a holistic educational space to ensure continuous professional education of teachers.
Based on the methodological theme , the goal of the work in the 2015-2016 academic year was to create conditions for the formation of an innovative, holistic and effective system of methodological services in each preschool institution, aimed at improving the educational process , achieving the optimal level of education and development of students in order to modernize the municipal space in the context of the introduction of the Federal State for preschool education.

The work of the methodological association determined the following tasks:
• Creation of conditions to ensure accessibility of high-quality preschool education in the context of the introduction of the Federal State for preschool education.
• Providing effective assistance to senior educators in organizing work in preschool institutions to improve the competence of teachers in the field of integration of pedagogical interaction in preschool educational institutions , as a means of comprehensive development of preschool children in the context of the implementation of the Federal State Educational Standard for Preschool Education .
• Creation of conditions for increasing the efficiency of the quality of the educational process in preschool educational institutions to develop the pedagogical competence of senior educators in matters of increasing interest in the cognitive activity of preschool children using information resources in the context of the introduction of the Federal State Educational Standard for Preschool Education .
• Increasing the pedagogical competence of senior educators in matters of legal, programmatic and methodological support in the context of the introduction of the Federal State for preschool education.
These tasks were purposefully solved at meetings of six (last year 3 meetings)
methodological associations in accordance with the annual work plans of the MDOU:

Analyzing the work of the municipal methodological association of senior educators over the previous year , the following positive aspects can be noted:
a fairly high level of conducting methodological associations and the active participation of senior educators due to the professionalism of the speakers, the presentation of experience, which is subsequently used in institutions;
the relevance and variety of topics of methodological associations in accordance with modern requirements;
presentation of experience in the use and implementation of new ways of organizing and forms of interaction with children and parents in the context of the introduction of the Federal State Educational Standard for Education .

A total of 21 teachers shared their experience (last year there were 12 teachers; their work experience is reflected on the websites of educational institutions.
Methodological associations of senior educators in the Balashikha urban district were built on the basis of theoretical and practical activities in order to get acquainted with new effective forms of organizing work with teachers of preschool organizations in accordance with the Federal State Educational Standard for Education . The events carried out contributed to an increase in professional level and the acquisition of practical experience, which teachers are ready to use in the teaching activities of their preschool institutions.
Based on the results of a survey on the work of methodological associations for senior educators, the following was revealed :
against the backdrop of a decrease in attendance, satisfaction with the conduct of the IMO has increased, which indicates the effectiveness and quality of the meetings.
The implementation of a single methodological theme is one of the forms of organizing the methodological work of the Moscow Region .
A single methodological theme is a collective search for a solution to a methodological problem , which allows not only to increase the level of training and skill of teachers, but also to improve the quality of teaching and education .
Thus, in the 2016–2022 academic year, a single methodological theme : “ Implementation of advanced pedagogical practices through network interaction of educational institutions of the Balashikha City District.”
A single methodological topic covers a wide range of problems that are planned to be solved during the academic year.
This topic is quite relevant and modern, has practical significance for preschool organizations, and is focused on increasing the innovative potential of teachers and students (developing professional competence and creating conditions for the manifestation of creative activity of teachers).
Based on an approximate unified methodological theme for the 2016-2017 academic year: “ Implementation of advanced pedagogical practices through network interaction of educational institutions of the Balashikha Urban District,” we have determined the prospects and forms of dynamic development of modern highly effective innovative technology, which allows educational institutions not only to survive, but also develop dynamically.

Merging four preschool educational institutions: management difficulties and ways to solve them
This article examines the problems of managing preschool educational institutions during the period of their merger. Methods and techniques from the manager’s work experience are shown.

Two human inventions can be called the most difficult,
namely: the art of managing and the art of educating.
I. Kant
Currently, interesting changes have taken place in the preschool education system. There has never been such an abundance of views (sometimes very contradictory) on the process of raising and educating preschool children in Russia. In a number of modern kindergartens, various areas of work related to innovative activities are being implemented: the latest programs and methods of teaching and education are being tested; forms of interaction with parents of pupils are being improved, new approaches to organizing work with personnel are being introduced. All innovations in the preschool education system make it possible to solve certain aspects of the problem of free self-development of the personality of a preschooler.
The main goal of innovation is to optimize the quality of work of educational institutions.
Optimization is bringing to the optimal, that is, the best ratio of what is invested in education and what society should receive as a result.
No matter how the dictionary explains the concept of “optimization” to us, in Russia this word is associated with such a concept as reorganization. In turn, the reorganization of the institution contributes to the innovative dissemination of positive educational practices and the quality improvement of education.
In February two thousand and seventeen, in order to ensure respect for the rights of citizens to receive preschool education in accordance with Federal Law dated October 6, 2003 No. 131-FZ “On the general principles of organizing local self-government in the Russian Federation,” guided by Articles 57 and 58 of the Civil Code of the Russian Federation , The charter of the urban district - the city of Volzhsky, Volgograd region, issued a decree from the head of the city on the reorganization of four preschool institutions by merging three preschool institutions into one. As a result of the reorganization or merger of four preschool institutions, a single educational “complex” was formed.
Before the merger of four kindergartens, the staff number of employees was 36 people. The kindergarten was visited by 175 pupils from 6 groups. Today, the united preschool educational institution has 20 groups, 586 pupils, 110 employees. If you make a diagram, you get the following:

A preschool educational institution that operates in an innovative mode is significantly different from unreorganized kindergartens. Previously used methods, which gave positive results today, do not help achieve the desired results in the work of preschool educational institutions in the development process. There is a need for updated approaches to management that will help to become a developing preschool educational institution, and not just a functioning one. The mode of operation is aimed at a stable state of the preschool educational institution, which is characterized by the reproduction of accumulated experience. The development mode is the transition of a preschool institution to a qualitatively new state, in which potential growth constantly increases. Modern researchers of the development of preschool educational institutions have dealt with the problem of managing preschool education. Unfortunately, science has not yet developed specific mechanisms for solving it in preschool educational institutions. Therefore, you have to turn to other sources. World-famous scientists argue that management is necessary not only in the field of production processes, but also in the pedagogical field. It so happened that I had the chance to become a leader during modernization in education. As a leader who was supposed to take charge of four united preschool educational institutions, I was at a loss. Will I be able to cope with the management of such a united preschool institution? Where to begin? How to provide information to employees of reorganized gardens about upcoming changes in significant working conditions? Management in the institution, which has merged three more preschool institutions, is innovative. This means that I must make management decisions based on the situation or specific results, and these are fundamental changes in the implementation of management. Today's leader must be able to develop new solutions to problems and must be the engine of organizational change. At the same time as the resolution on the merger, I, as a manager, received a list of reorganization activities that I had to carry out as part of this procedure. The list of measures for the reorganization of preschool educational institutions was mainly aimed at introducing changes and additions to the existing regulatory legal acts of preschool educational institutions, issuing orders, and developing new local acts in accordance with the requirements of the law. Unfortunately, I, as a director, was not given ready-made instructions for managing united preschool institutions. Naturally, I was once again faced with a number of questions, how to implement an individual approach to the merger and reveal the purpose of merging four preschool educational institutions, how to bring these goals to the teaching staff, as well as to each parent, so that all interested parties could predict future changes, discuss and weigh this information. I started with meetings of work collectives and parent meetings in the attached kindergartens. She informed colleagues and parents about the upcoming merger and answered their numerous questions. I reassured and explained, because I understand the fears they experience during this procedure, I will try to find new options for painlessly combining four preschool educational institutions, four different ways of life. However, I was faced with a task that involved an equal unification of all four gardens, taking into account their interests and needs. It was necessary to combine all the best developments of the four teams, to create a productive synthesis, and not a “symbiosis,” without losing the teachers with their culture, traditions and values in the models of upbringing and education of preschool children. And again, as a manager, the next problem arose was the question of creating a cohesive, efficient team. A collective is a team that is built on a common goal and is capable of cooperation and mutual assistance. J.Marrsey, R.Merdax noted that one of the important signs of innovative management thinking is a stable orientation towards the formation of team management. This means that I was moving in the right direction when I decided to turn the teams of the four merging kindergartens into one large and friendly team and tried to create conditions in which each preschool educational institution employee could achieve high results. After all, the success of teamwork depends on each member. The merger of four preschool institutions is a new form of activity, which, most often, leads to a temporary deterioration (the performance of municipal tasks decreases, the indicators of teacher categories decrease, and the indicators of the quality of education of preschoolers suffer). When a preschool educational institution was working in an innovative mode, a situation arose when we had to think about how to manage four united kindergartens at a remote distance, how to be in four different buildings at once. There wasn’t much choice, but I decided to try it by trial and error, because the principle of territoriality has not been canceled. And I succeeded. I even made up five golden rules for myself on how to manage a preschool educational institution from a distance.
Five golden rules for managing preschool educational institutions at a distance
- To manage a preschool educational institution at a distance, the manager always needs to remember about the affairs of his preschool educational institution.
- The ability to trust your team is desirable.
- This is an extremely important task to recommend to employees with a high sense of responsibility.
- Just accept that employees can make mistakes. In this regard, they must have the right to make mistakes.
- Be calm about problems. Don't be confused. There will always be a way out.
- Along with moral incentives, use material rewards more often.
When managing from a distance, I attach great importance to meetings and planning sessions. I am always available and open for communication any day and at any time.
The merger has many positive aspects, but in order to obtain the required result it is necessary to resolve a number of uncertainties and difficulties. In my opinion about the need for unification, there is a problem of preserving small preschool educational institutions in conditions of per capita financing, which will allow the united kindergarten to make expensive acquisitions, introduce additional positions (teacher - psychologist, speech therapist, pre-school education, equip a gym and bedrooms for daytime sleep). Modernization of preschool educational institutions is aimed at the transition from uniformity to a flexible, multifunctional system of providing services to preschool children. This system must take into account local socio-economic conditions, demographic situation, family needs and the interests of the child. However, various experts believe that the desire of officials is still to save money on preschool educational institutions. Connecting small preschool educational institutions helps reduce administrative personnel costs. And sometimes the number of buildings is significantly reduced (liquidation of ineffective preschool educational institutions). The insufficient material and technical condition of the buildings and premises of the united gardens is the main “visible” problem today. And, of course, during the reorganization procedure, I clearly understood that, first of all, the dominant task must be solved, which involves quality education in the conditions of reorganization. Currently, I have almost managed to form an integral pedagogical system, most local acts have been brought to uniform requirements, teachers are united into a single team, a single methodological space, participate in joint teacher councils, methodological associations, competitions, and exchange experiences. Pupils of the four united kindergartens are included in all joint events (classes, educational activities, competitions, holidays), which is a powerful means of socialization.
Although the reorganization process has already been completed, in terms of organizing the work and management of preschool educational institutions, there are still more questions than answers. It’s probably not without reason that the American writer Isaac Asimov said: “Is there anything more beautiful in life than searching for answers to questions?”

1. Analysis of data on teachers’ difficulties.
In the context of education reform, when the teaching staff of educational institutions is given the goal of creating conditions for the development and transition to a new quality of education, the task of education development is to update its content and achieve a new quality of its results, taking into account the goals and objectives of modern education and the Federal State Educational Standard, defined direction of the SMO “Implementation of OOP by methods of interactive pedagogy, in educational areas in the conditions of the Federal State Educational Standard of Education, with a focus on the development of the personality of a preschool child ,” because the main factors influencing the development of education today are a turn to personality development - the meaning and goal of modern education.
In order to ensure the quality of education, the effectiveness of innovations through collective search and verification, development and implementation of the best traditional and new models of pedagogical activity, mutual professional communication, exchange of experience, development of common approaches, criteria, norms and requirements for assessing the results of educational activities, increasing the level of professional competence in the context of the implementation of the Federal State Educational Standard, the dissemination of best practices within the professional community, when planning work for the 2019-2020 academic year, the following tasks were set:
2. Implementation of the goals and objectives of GMO activities. Goal: methodological support for teachers to improve the level of professional competence in the context of the implementation of the Federal State Educational Standard, dissemination of best practices within the professional community.
Tasks:
- Improving pedagogical skills based on modern requirements and best practices of creative educators.
- Creation of a data bank of innovative ideas of preschool teachers to generalize advanced pedagogical experience.
- broadcasting and disseminating the experience of successful teaching activities using innovative technologies.
- Effective forms and methods of working with teachers.
All GMO meetings were well organized and prepared by teachers. Teachers were presented with methodological developments of projects, classes, consultations for teachers in accordance with the Federal State Educational Standard for Preschool Education and recommendations for their use in different groups of preschool educational institutions.
Speeches from work experience were accompanied by multimedia presentations. Direct educational activities with children of senior preschool age were presented:

All GMO participants were not only listeners, but also active participants
4. Performance assessment. In general, the work of the GMO in the 2019-2020 academic year can be considered satisfactory.
5. Problems in the activities of GMOs.
Job prospects for the next academic year. there are problems: the issues of “Improving scientific and methodological support for working with gifted children” ; “Development and implementation of an individual educational route for children with disabilities” ; “Introduction of robotics and information and communication technologies of LEGO construction into the educational practical activities of preschool educational institutions” , “Methodological work to ensure continuity between preschool and school education in the conditions of the Federal State Educational Standard” . These issues will be included in the SMO for the 2020-2021 academic year, and within the framework of the SMO it is planned to develop a project on the continuity of preschool educational institutions and schools.
To eliminate the identified problems, it is necessary to increase attention to the effective use of advanced pedagogical experience when organizing the work of the GMO in the 2020-2021 academic year.
Conclusion: all meetings of the SMO in the past academic year were held in
in accordance with the annual work plan. The main tasks have been completed. The team of teaching staff did a lot of work to generalize and disseminate experience. To summarize, it should be noted that CME is an effective form of advanced training and professional development for teachers; this is an important step in the generalization and dissemination of best practices.
